Can the candidate bring a pen and/or a pad of paper to the exam and write down steps prior to the exam?

Solution

No.  If the station set-up includes a pen and (blank) paper, the candidate may use the items as he or she deems appropriate within the time period allotted.  For example, at the medical assessment station, the equipment list includes a pen and paper.  The candidate may make entries on the paper within the two-minute equipment preparation period and/or the ten minute evaluation period; it is up to the candidate how he or she uses the allotted time.
